The presentation introduces a new index of electoral concentration with data that includes all candidates for federal deputy for elections that occurred between 1994 and 2014 throughout Brazil. Results showed that successful candidates are less concentrated than unsuccessful ones; a finding that contradicts approaches that assume the predominance of personal votes in the Brazilian open-list proportional elections.

George Avelino is an associate professor at FGV, and the current coordinator of FGV-CEPESP (Center for Politics and Economics of the Public Sector). His research takes a comparative approach on political aspects of public policy. Currently, he coordinates a large research project about political institutions among Brazilian states. This research has concentrated on different political arrangements in several Brazilian states by taking into account the linkages among three government levels that structure the Brazilian federation through careful data collection and treatment, as well as the application of qualitative and quantitative methods of analysis.
