Migrant women traveling through Mexico and Central America, including the Darién Gap, face heightened risks of gender-based violence. This talk will examine the conditions that enable such violence, the factors contributing to sexual violence against women and girls, and the scope of state legal responsibility within the framework of universal and regional international human rights standards.

Roxana Rosas, holds a PhD in Law with honors from the National Autonomous University of Mexico (UNAM), where she is an Associate Researcher at the Institute of Legal Research, Northwest Research and Teaching Station. She is a Level I member of Mexico’s National System of Researchers. Her expertise includes constitutional justice, constitutional interpretation, and human rights. Rosas has received multiple international awards for her essays on migration, inequality, and human rights, including the Global Jurist Prize (2021) and the Human Rights Essay Prize (2023) from American University’s Academy on Human Rights and Humanitarian Law. She is the author of several books and numerous publications, among them Gender Perspective and Legislative Technique and Ten Years of the 2011 Constitutional Reform: Human Rights in Mexico, Perspectives from the Northern Border.
